During the administrative leave of Chief Robert Lampela, Put-in-Bay Mayor Ruth Scarpelli has appointed Michael Frank as interim police chief of the Village of Put-in-Bay Police Department.
Michael Frank was a member of the City of Sandusky Police Department from 1980 through 2007, when he retired at the rank of Lieutenant. During this time, Mr. Frank served in a variety of positions, including commander of the special response team, field supervisor overseeing the operation of patrol shifts, commander of the Sandusky Police Academy, and administrative lieutenant of the services division, where he supervised department emergency communication dispatchers, the community oriented police officers program, parking enforcement, records division, and the noise enforcement code administrator. During his tenure with Sandusky, he also performed reviews of and implemented police department policies and procedures. Mr. Frank has completed the executive management program of the FBI National Academy at Quantico, Virginia, Bachelor of Arts degree from Heidelberg College, Tiffin, Ohio, and a Master’s of Science degree in Criminal Justice Administration from the University of Cincinnati.
Currently, Mr. Frank works for the Erie County, Ohio, Adult Probation Department as its Program Manager for the Residential Enforcement Division. He is also the part time chief of police for the Village of Rocky Ridge, Ohio.
Mayor Scarpelli has tasked Mr. Frank with managing and leading the island Police Department, and has requested him to conduct an assessment of the entire department. “I believe Mr. Frank’s law enforcement background, his supervisory experience, his education and his relationship with local law enforcement agencies will be a benefit to the Village Police Department,” says Mayor Scarpelli. One of Mr. Frank’s first tasks will be to complete the hiring process for the employment of Village police officers for the upcoming summer season; this employment process has already started and will be completed prior to the start of the 2015 summer season.
