Put-in-Bay Property Owners to Receive More Than $608,000 in Tax Relief

Property owners in the Put-in-Bay Local School District are expected to receive more than $608,000 in combined property tax relief following changes to Ohio law and a decision by the Put-in-Bay Board of Education to reduce local property taxes.

The district announced that a total of $608,507 in tax relief is expected through Ohio House Bills 129 and 186, along with an additional reduction approved by the school board through its Permanent Improvement levy.

Of that total, $219,797 comes directly from the board’s decision to provide additional relief to local taxpayers.

School Board Approves $219,797 in Additional Relief

The Put-in-Bay Board of Education voted to provide $219,797 in property tax relief through the district’s Permanent Improvement levy, which supports long-term capital expenses such as building improvements, equipment and facility maintenance.

According to Superintendent Scott Mangas and Treasurer Joy Cooper, the decision followed a review of the district’s financial position and anticipated capital improvement needs.

The board determined that it could provide additional relief to property owners while maintaining sufficient resources to support the district’s facilities.

The decision comes as Put-in-Bay School continues an extensive renovation project funded through existing district resources rather than a new tax levy.

The board also plans to review the Permanent Improvement levy annually to determine whether further reductions are possible while maintaining adequate funding for future improvements.

Ohio Legislation Contributes to Tax Savings

The district attributes its projected $608,507 in combined tax relief to the board’s $219,797 levy reduction and changes enacted through Ohio House Bills 129 and 186.

Both measures were signed into law in December 2025 and took effect March 20, 2026.

House Bill 129 changes how certain school property tax levies are included in calculations that establish minimum tax rates for school districts.

House Bill 186 establishes provisions intended to limit certain increases in school property taxes tied to rising property values and inflation.

Together, the legislative changes and the school board’s local action are expected to reduce the overall property tax burden within the Put-in-Bay Local School District.

The district has not provided an estimate of savings for individual property owners or specified when the reductions will appear on tax bills.

School Improvements Continue Without a New Levy

The tax relief comes as the district continues investing in school renovations, technology, safety improvements and educational programs.

School officials emphasized that the ongoing renovation project is being financed through existing district resources without requesting voter approval of a new tax levy.

In their announcement, Mangas and Cooper acknowledged the financial contributions local property owners have made toward supporting the school district over the years.

The administration said the board’s decision reflects an effort to recognize that support while continuing to maintain school facilities and educational opportunities for students.

The board’s annual review of the Permanent Improvement levy will provide an opportunity to evaluate additional tax relief in future years based on the district’s finances and capital improvement needs.
